Since it's footage of a "level", it has to be "in-game". Generally speaking, you do not have to specificy that trailers/footage/etc. are "in-game", as we will always assume that they are unless you tell us otherwise (i.e. unless you say "cinematic trailer" or "cutscene trailer" or "CG trailer" or footage or whatever).

I took a look at that video. It's certainly not the throwaway game I had imagined when I heard the announcement. The official site also has a "4-Player Co-Op Reimagined" section, which will apparently go live Jan. 3rd. The game itself comes out in February.

Create your own 4-player co-op team; cooperate, infiltrate and eliminate through nine action-packed missions, inspired by the original Syndicate game, in this new sci-fi first person shooter Syndicate, where BUSINESS is WAR.

Visually it's good, though not by any means cutting-edge. I especially like the character designs and models. Really, the only thing that struck me about those two videos is how, in the first one linked by Worm above, your character keeps both hands on the gun while he's jumping. I mean, who does that? It would have been really neat if the hands parted for the jump. Perhaps someone will point it out to them before release and they'll fix it. It's "uncanny valley"-type stuff.
