I was about to ask if the Kinect control was optional, but then the teaser showed the official site's URL: http://www.capcom.co.jp/jutekki/

And it says:

対応ハード Xbox 360(R) Kinect専用

It's Kinect-only.

I'd have suggested to develop it for the 3DS, just to go all the way down the missing-the-point lane.
