From the comments section:

Andy Swartz wrote:We get this question a ton: can you ghost the levels? The answer is that with Monaco, each mission should always have a rise and fall between being totally unseen and being noticed or chased. You have a very limited number of uses of your gear (gun, smoke bomb, c4, etc), and generally you will have to use this gear to escape. Our harder missions generally will require that you use all your gear (around 10 uses or so) over the course of the mission.

As far as stealth games go, Monaco is more Pac-Man than Hitman. Four times per level in Pacman you get to use a power pellet to turn the tables. But because you have so few uses of your gear in later levels (and the levels are longer), the more you can stay unseen, the less gear you will have to use.

So to answer your question more succinctly: Monaco isn't about ghosting -- it's too hard for that. But remaining stealthy is what allows you to survive to the finish.

The IGF 2010 Grand Prize winning co-op heist game Monaco now has one more 10% off sale, this time to commemorate the April 24 release on Steam for Windows and XBLA. Players can net an additional savings of about 35% if they share the cost via a 4-pack.

The sale is also available through the Humble Store for DRM-free versions. The developer has recently shown that a Mac build is in progress, courtesy of Empty Clip Studios.
