I know why they never made it. It's just not very cool. It's a cheap helmet that already exists in the game with a cheap skull shoved into it. No attempt to fuse them at all, as if some kid photoshopped it as school practice. The skull stuff that DID make it into the game is on a whole other level of skill and talent.
