I think something similar is true about Blessing and cursing.

Curses are debuffs and unfavorable status effects that give you bad rolls probabilistically. And Blessings are the reverse.

Bad rolls repeatedly over time has big results. Good rolls likewise are the reverse.

Hence Female emancipation for example results in below replacement fertility for all practicing. Not that all who practice it are immediately extinct.

To break a lance for the guy: he wrote a campaign about a stupid evil necromancer plot, but when his players wanted to overthrow their own government instead to legalize same sex marriage, he ran a whole ass insurrection campaign for them instead.

He let them play out the campaign they wanted, all the way until they were the new rulers of their Generic Republic and could sign their first law legalizing same sex marriage into effect, before he had the vast undead armies of the necromancer they'd been ignoring all along walk up and burn down their city.

So he didn't just straightaway nuke his campaign because his players didn't want to fight the evil necromancer, he rebuilt his entire campaign according to their wishes, let them play it through the way they wanted, and then had it end in a bang. Personally, I consider that pretty good GMing.
